Does everyone need to be admitted to a hospital for treatment?

Not at all. It depends on the person, the severity and length of the addiction, the resources available to the addict, and many other issues.

Some addicts do well in an outpatient treatment program, if they have a safe living environment, and supportive family and friends. Other people have had a history of being resistant to treatment, and a residential inpatient stay may be best.
